He has applied for SSDI and waiting for a hearing
No charge cards left. No job, no income, no SSDI
(applied and appealing…hearing is in about a year). The amount owed increases monthly. The garnishment orders are in place for if and when he does get a job.
How much does it cost to start?

Contact a local bankruptcy attorney, most will see you free the first consultation, and will look at all income the last six months…If there are no assets, and on SSI income, creditors may not be able to touch him…SSI income is not garnishable, but bank accounts are. The best advice is to contact a bankruptcy attorney to have them review all of his information to see what they can do. May not even have to file, but an attorney would be the one to speak with. Good Luck!!
Have him ask a lawyer. I sympathize with his situation. Many people are going through the same thing.
Put it on a charge card and then put the bankruptcy charges as part of the bankruptcy?
